THE DEVELOPMENT OF THE COUNTRY NETWORKS /
The table below is designed to capture the development of the YES Country Networks along a continuum, and according to a regional distribution. The development of each network is captured in one of four phases that ranges from Phase One to Phase Four.

····················································································································································

PHASE 1 /

Local issues and priorities are identified; network membership is building; project ideas are identified; occasional meetings are held between network and stakeholders.

····················································································································································

PHASE 2 /

Issues and priorities that have been identified are recorded in some format and plans and systems are beginning to take shape (including Plans of Actions, legal structure, constitution/articles, of association communications strategy, ICT strategy/institutional capacity); network members are actively involved in decision-making; project ideas are identified and some stakeholder is achieved; some stakeholders are actively involved in the network.

····················································································································································

PHASE 3 /

Projects and programs are developed that are directly linked to those issues identified in the network's plan(s) and systems (including Plans of Actions, legal structure, constitution/articles, of association communications strategy, ICT strategy/institutional capacity); developing and having some experience with financial management capacity; members are appointed as network officers; some projects and programs implemented; buy in, active involvement and some support given to network activities by multiple stakeholders.

····················································································································································
